Emerging economies foresee the need to introduce a National Health Insurance Fund (NHIF) Scheme to the citizens of their country. The objective for Government/Healthcare Service Providers is to provide a National Health Insurance Fund to assure equitable universal access for all citizens to an acceptable quality package of Health Services. The biggest challenges faced introducing the NHIF within the borders of a country is to ensure that an efficient, well managed system is introduced to facilitate the collection of premiums, revenue management, membership identification, admittance and claim certification for the health industry. The National Health Insurance Collection & Benefit Payment Application was designed to provide security in identifying the rightful medical contribution payment owner as well as help eliminate fraud in the system. The system will dramatically reduce the existing administration and operational costs involved in the collection of contributions, payments of medical benefits and reporting on all activities. The solution has been designed around the UEPS technology which makes use of smart card technology using biometric fingerprint as identification. ------------------------------------------------------------------------------------------------------------- Collection of Contributions Employers in a country can be equipped with a Premium Collection Application/Workstation Kit that enables them to export details of their employee NHIF payment contributions per month. This information is encrypted and stored on a System Host for verifying the status of payments received from the member in respect of their NHIF membership. When a member is admitted or requires medical assistance, proof of membership is required by presenting their NHIF member smart card and verifying biometrically, followed by a check on the status of the of the member’s contributions. ------------------------------------------------------------------------------------------------------------- Check-In & Check-Out Procedures during Admittance During check-in and check-out procedures the Health Care Service Operator and NHIF member verifies the information as well as the final amount due biometrically.
